Fred Hill has spent years making some of the city’s most consequential decisions about growth, housing, and neighborhood impact.

Through his service as Chairman of the DC Board of Zoning Adjustment, Fred has worked directly with renters, homeowners, neighborhood leaders, ANC Commissioners, and developers from every ward. He has seen firsthand how zoning laws and land use decisions affect people’s daily lives, from housing affordability to neighborhood stability. That experience shapes his approach to housing policy.

Fred supports expanding affordable housing options across DC while protecting what makes neighborhoods feel like home. He believes smart growth must be thoughtful, data driven, and grounded in community input. Development should create opportunity without displacement and respect both long term residents and new neighbors.

Housing decisions are best made locally by leaders who understand DC’s neighborhoods. Having previously run for Advisory Neighborhood Commission, Fred respects and believes strongly in the ANC process. He supports Home Rule because local communities deserve a meaningful voice in how their neighborhoods grow and change. Strong local decision making leads to better outcomes and greater trust.

Having lived in the DC area since the third grade, Fred has seen how far the city has come and understands why residents are concerned about preserving that progress. He believes public safety is not achieved through rhetoric or extremes, but through collaboration, accountability, and prevention.

Fred supports working closely with community leaders, nonprofit organizations, mental health professionals, service providers, and law enforcement to improve safety while addressing root causes. His experience making difficult and balanced decisions on the Board of Zoning Adjustment has reinforced the importance of listening to residents and experts before acting.

Safe neighborhoods are built through trust and partnership. Fred’s approach focuses on strengthening communities, expanding mental health and youth services, and ensuring government decisions reflect the real needs of residents across all eight wards.


Growing DC’s Economy and Supporting Local Businesses

As a small business owner and federal government contractor, Fred knows what it takes to start, operate, and grow a business in DC. He has navigated complex regulations, managed government contracts, and created jobs. He understands that local businesses are not obstacles to progress, but essential partners in building strong communities.

Fred believes the city should make it easier to start and run a business, reduce unnecessary delays and red tape, and support job creation in every ward. His experience with the federal 8(a) program gives him practical insight into how targeted government programs can help businesses succeed. He sees opportunities to strengthen DC’s Certified Business Enterprise program by improving access, streamlining processes, and helping more local businesses compete for meaningful work.

As a Federal Contractor, Fred knows the landscape is changing from DC being “the” city for Federal work and is moving to something else. Whether it’s Technology, Bio-Technology, or AI, Fred brings experience to shape the next 5-10 years.

Through his service with the DC Chamber of Commerce, the Federal City Council, and Leadership Greater Washington, Fred has worked across sectors to grow opportunity and strengthen the regional economy. He has also given in both time and money with various not for profits around the city focusing on literacy, housing and education.


Defending Home Rule and DC’s Right to Self-Govern

Fred is committed to defending Home Rule against the current administration’s attempts to erode it.

Home Rule is about accountability, local decision making, and respect for the people who live in Washington, DC. Fred believes the residents of DC know their communities best and should have the authority to make decisions about housing, public safety, education, and economic growth without interference from outside political forces.

As a federal contractor and business owner, Fred understands how federal policy and local governance intersect. He brings real experience working with federal partners while also knowing when and how to stand firm in defense of DC’s interests. His approach is pragmatic and strategic, focused on protecting local authority while maintaining productive relationships that benefit the city.

Fred believes defending Home Rule is not about politics, but about fairness and effective governance. Decisions about DC should be made by leaders who are accountable to DC residents. As an At-Large Councilmember, he will work to protect the city’s right to govern itself, ensure local voices are respected, and push back against efforts that undermine DC’s autonomy.
